Perk Package for National Team

I'm planning on setting up a few nationally based Super Hero teams (internationally actually) and I'd like some perks for sponsored teams.

 

Right Now I'm thinking: 

1   Money (Payroll)

3   Federal/National Police Powers

1   Passport (for my more international teams

5   Membership (At this level includes Security Clearance 5pts,Contact with the governing Body 11- and Access to Base/etc)

 

Anything else?

  1. Base: US Government/Federal Facility  

Computer: US Government Next Gen "Super" Computer 

Contact: US Government (Extremely Useful, Great Relationships, Institutions, Contacts, & Organizations.)  

Security Clearance: (Superhumans and Supercriminal Organizations Only, -1) 

Vehicle: US Government/Federal Motor Pools ("Federal Agent, I need your Vehicle")

Does Police Powers also protect the characters from civil lawsuits over property damage?

 

It seems to in the US. ^^

As to the question, perhaps 'deep cover' would be applicable for Heroes who are not quite so public with their lives. 

 

Concealed weapon's permit could be fitting. 

 

Assuming the PCs don't have immunity from damages, then having some kind of insurance would be nice. But you can just slap that in as part of the Money Perk. 

 

Depending on your setting, maybe a licensed Meta-Human with allowances to practice in public would be apropos.

Carrying concealed is one thing but is there a perk that would cover an unconcealed gun ? And what I am thinking of is a mortar based on railway tracks.
