Right Now I'm thinking: 1 Money (Payroll) 3 Federal/National Police Powers 1 Passport (for my more international teams 5 Membership (At this level includes Security Clearance 5pts,Contact with the governing Body 11- and Access to Base/etc) Anything else? That might work, they can access Government data bases and the like, but it still needs authorization...that's kinda how law enforcement computer databases work...? It seems to in the US. ^^ --- As to the question, perhaps 'deep cover' would be applicable for Heroes who are not quite so public with their lives. Concealed weapon's permit could be fitting. Assuming the PCs don't have immunity from damages, then having some kind of insurance would be nice. But you can just slap that in as part of the Money Perk.
