Contacts and NPC Building

Question

So, player has a group contact that reads out as follows:

Contact has access to major institutions

Significant contacts of their own

Very useful skills

Limited by Identity

Good relationship

Organization contact

 

This being a specific small company organization that they're using as a contact, I'm planning on building NPCs for it for RP purposes.  The question comes down to: How many points should contacts in this group be?  Obviously they'd be 'normals', but it seems to me that a group of 0 point 'normals' won't really cut it.

As the GM, you should make sure the cost is appropriate and balanced for the campaign. If you think they'd be "zero point" characters, I'd suggest assigning each NPC a Total Cost of 1 Character Point just for purposes of determining their value as Contacts, or some other Total Cost you think represents their usefulness.
