My Heroes want to shield their base against enemy teleportation. The simplest way would seem to be to apply Cannot Be Escaped With Teleportation to the Base's walls, floors & ceiling per 6e1 p302, right? Since it applies to the Base's Characteristics (BODY, PD, etc) rather than a Power, I assume I should build it as a Naked Modifier. My question is I'm not sure how many Base Points to apply the Naked Modifier against. Do I add together the PD + ED + BODY of the walls to get the Max. Base Cost? What about the Size of the Base? "Logically" the surface area of the walls would seem to be at least as important as their thickness, if not more so. Or am I completely off base and I should be throwing Area Of Effect on it or something?
Alternately, I suppose I could buy some or all of the Base's Defenses as a Power and apply the Advantage only to that portion. But while buying just 1 PD with Cannot Be Escaped With Teleportation might technically be book-legal...it sets off my munchkin detector in a big way!
