Steve Long Posted April 22, 2015 Report Share Posted April 22, 2015 A character can only purchase PSLs “to reduce or counteract a specific type of negative [OCV or DCV] modifier.” (This does not include negative modifiers from Combat Maneuvers, of course, as discussed in the FAQ and APG2.) So, a character could buy PSLs to counteract the effects of environmental or conditional situations that halve OCV or DCV (or otherwise reduces OCV/DCV by a percentage). For example, being prone reduces a character’s DCV by half, and 6E1 specifically lists Groundfighting Skill Levels that reduce this DCV penalty as an example of Defensive PSLs. As always, the GM should evaluate unusual purchases carefully to make sure they’re not abusive or unlikely to cause problems in the campaign.
