Running Useable As Flight

Question

I see a lot of Flight Useable As Running, but I don't think I've ever seen the reverse before. One of my players has suggested it for his character. 6e2 p158 states that Useable As [2nd Mode] must always be applied to the most expensive Movement Power, which makes sense. Flight and Running both cost 1 point per +1m; however, characters get a free 12m of Running by default. So for most characters, Flight is always going to be more expensive than the same meters of Running, various modifiers notwithstanding. So given that:

 

1) Is Running Useable As Flight even a valid build under most circumstances?

 

2) 6e2 p158 also states each mode of Movement follows the rules for that form of Movement, regardless of which is the primary Power: Running follows Running rules (no Turn Mode, etc), and Flying follows Flight rules (yes Turn Mode, etc). So is there any functional difference between Flight Useable As Running and Running Useable As Flight aside from sfx?

 

3) Say a character has the default 12m of Running, and buys 24m Flight Useable As Running. Can the character now Run at 24m? Or 36m? In other words, does the Useable As ___ add to or overwrite the character's "free" movement?

1.  Yes. I should clarify a couple of things here.

 

First, “must apply to the more expensive of the Movement Powers” doesn’t mean “must be applied to the Movement Power the character spends the most points on” — it means “must be applied to the Movement Power that has the highest base cost.” The idea here is that if a character’s looking at buying one of two Movement Powers and applying Usable As [second Mode Of Movement] to it so he in effect has two Movement Powers, he has to buy the more expensive Power and apply the Advantage to it.

 

Second, as noted on 6E1 277, if “a character wants to apply an Advantage to purchased Running. If he wants that Advantage to also affect the meters of Running he receives for free, he must apply any Advantages to the cost of the Power including the free points.” So the 12m Running a character gets for free don’t really matter in this situation, if I understand your question correctly — supposing the character wants to make his Running 12m Usable As Flight, it’s still going to cost him 3 Character Points even though he got those 12m of Running “for free.”

 

In the case of the Running, Leaping, and Swimming which characters get “for free,” typically it’s legal for them to apply the Usable As [second Mode Of Movement] Advantage to them unless the GM rules otherwise. Obviously there is some potential for abuse here, but also some potential for cool power constructs — and that’s why we have GMs to make judgment calls. ;)

 

 

2.  I’m not entirely sure I understand the question, but assuming I do — no, there’s no functional difference.

 

3.  In this situation the character could Run at 24m using the power instead of his default “free” Running. If for some reason he were unable to use the power he could still use his default Running (unless whatever stopped him from using the power also applied to his default Running).
