Mister Trent
Obviously, this is a power set for campaigns where some element of silliness is allowable (a Mystery Men style campaign, maybe a campaign that centers around C.L.OW.N.). The idea is a character whose mastery of the art of tickling people allows him to achieve certain effects: Temporarily incapacitate people by tickling them. (an Entangle that requires unbroken physical contact to maintain?) Causing someone to pass out from really intense tickling. (an NND most likely) Sneaking up on someone and tickling them to make them miss a shot. (Negative Combat Levels or Drain CV, maybe) Causing someone to visibly piss themselves by tickling them. (I'm leaning towards humiliation-based Drain PRE on this one) Anything else I could add to the list? Any other thoughts?
薔薇語
Change Environment to cause a concentration check. Mind Control to cause uncontrollable tickling urges. Entangle vs Mind to cause the target to not be able to act effectively. Foreign Orchid.
freakboy6117
not a tickling power but a useful addition for a tickle based character Stretching
wcw43921
An Endurance Drain is also a possibility--the target is laughing, convulsing and struggling against the effect so hard that he becomes exhausted. There might even be long term effects--I remember an episode of Underdog called--I kid you not--"The Tickle Feather Machine." Simon Bar Sinister invented it so that he could win an election by making everyone else too happy or too tired to vote. If you can find it you may be able to glean some ideas from that. Hope that helps.

Comic
Well, it could be Grab Two Limbs, as a martial maneuver, if your villain is really good at it. Of course, if they're really bad at it, it could be "Mind Control, single telepathic command "Shoot Me First!", no range".
Christopher R Taylor
I built a spell somewhat like the tickle one called "distract" for my Fantasy Codex. Its a change environment with a minor subtraction to OCV and skills, just enough to mess up someone's concentration slightly, but not enough to cause serious problems. Logan D. Hurricanes
Flash vs Sight as they shut their eyes crying from laughter. And of course your NND would be called "I can't breathe!" Regardless of which you choose, Only vs Ticklish Targets is probably good. Not necessary, of course. The idea of the stoic characters like Punisher falling victim is a nice image. Only vs Ticklish Targets is a legit disadvantage. It won't work against Mechanon or the plant creatures of Tarshish 5 for example. The NND defense could even be an Ego roll (perhaps at a minus). Stoicism may not necessarily be a defense against tickling. While there's still debate over whether it's a psychological response or a physiological response, quite a few experts' opinions are leaning towards physiological. The most common ticklish spots are usually on the torso and neck, and also happen to be areas of vulnerability that a predator or a trained fighter would likely attack in close quarters combat. Also of note, there is some overlap between the ticklish areas of the body and the erogenous zones.
