The monster package probably has to include invisibility linked to some sort of mental or EGO attack. Perhaps knowledge adds. Sum all the character's skills and familiarities, including everyman skills; if the monster beats that total (HERO sense, rolls less than that on 3d6) then the monster is invisible to it.

 

Then there's the inevitable question of "what about cameras?" which must have been addressed elsewhere.

From what I get from the source material, monsters are physical manifestations of fear that are unable to be seen by adults as they really are. Adults lack the belief ability to see them and rationalize what they are seeing into something more normal. That dog with the glowing eyes is just a mean dog. That goblin in the bushes is just an animal of some kind.

 

Humans can also be directly controlled by the horrors of Closetland (the place where these things all come from). The Seven Deadly Sins are in charge there, and they can reach into our world to influence or outright control adults to do their will to terrorize and even harm or kill children.

Last October for the "Cthulhu Mashup" draft, my chosen genre to combine with cosmic horror was Children's Literature.

 

My protagnists were the cast from Peanuts. My setting was Willy Wonka's Chocolate Factory.
