Kuleneko
I am creating an Iceman-style character, and want him to be able to create a pillar of ice under his feet, using it as a sort of elevator. I thought about buying it as Leaping, but that would mean I would have to land at the end. Flight would allow me to hover, but I want an upper limit on height, about 2 stories, along with only upward movement. Would I be able to do this? Hyper-Man
Sounds like Flight with a pretty specific Custom Limitation. The trick is finding the proper value for the Limitation.
Sean Waters
If you want to hover, then Flight is the very thing. Iceman also uses Ice Slides though, so, well, just get height limited flight. You might get a -1/4 out of a generous GM. You could also (potentially) build it as Leaping + Barrier, if the ice pillar stays about after.

NuSoardGraphite
4" Flight, up only (-1), physical manifestation (-1/4) Not that expensive at all. Area effect, 1-hex. Anyone standing in the same hex as Iceman should go with him. Usable on others as an attack. Now he can do it to other people.
