Bulky Focus question

5e rules question.

 

In FREd, it says that characters carrying a Bulky Focus are at 1/2 DCV.  Does this mean that they are at half DCV when they are using the focus; when they are not using the focus; or as long as they have the focus with them?

 

The specific example: a character has bought Swimming as a jet ski.  It's not written as a vehicle; it's too simple to bother.  All it does is swim along the surface, and it only carries him.  He wouldn't carry it with him at all (in most cases), but rather leave it on the shore when he stops Swimming.  

 

1) Is this an OIF Bulky or some other kind of Focus?

It's pretty bulky when you try and move it on your own; Bulky Focii that provide Movement should only have the 1/2 DCV rule when not using the associated Power (i.e. if the Character is attempting to carry it from the beach to the water they're at 1/2 DCV).

 

Unless they have to carry the Focus to use the Focus, they shouldn't be at 1/2DCV just to use the associated Power.

It is only for moving the focus that it is half DCV. But, if you have to hold the darn thing and/or wear it to activate it, then your half DCV using it also (examples: huge, bulky, and heavy power pack backpack powering a huge megalaser cannon, invisability field defined as a series of wearable mirrors which are bulky and heavy, but you must use them all on your body to get tje effect).
