Steve
Suggested by the thread comparing the Golden Age and Silver Age, how would a megavillain like Doctor Destroyer steal a town or even a city from the face of the Earth? With his super-science, he could transport it to another dimension of teleport it to another planet. How would you write up that kind of power? Hyper-Man
I think a write up is only really important if it's a reversible effect. Brainiac 'shrinking' the Kryptonian city of Kandor to a size that fits in a bottle is a story that's been retold many times. The option to reverse the effect typically lasts for 1 day at which point it becomes permanent. With that said I think EDM with a ton of Limitations is probably the best starting point. assault
Mostly an NPC plot thing. If necessary, an EDM based effect.
Christopher
It is a plot thing. Plot things rarely need writeups. However having one can still help you adjudicate how easy the "phase/dimension shifting device" is to disrupt. So just having a AP value can help, Writeup: Megascale and UAA. Lots of it. One time I calculated that a mere "26d6 normal damage, Megascaled" would be enough to simulate a nuclear bomb. The explosion will go through all the weakpoints (windows, doors) and has enough force to kill any normal human/wound him so he bleeds out. While at the same time being not instantly deadly to Superman (if that is what you want). The whole idea behind such attacks is that they would not work on the Heroes. But they do work very well on all those civilians making up the city.
Wardsman
One interesting way is to say it is pinch off reality. Teleport Gate with invisible FX (So it looks like the space from outskirts west end merges with east end) that surrounds the the town. So you come at from one side you are teleported to the other side. Unders certain circumstances you might trigger an EDM that takes you to the towns pocket dimension. Amorkca
What about just building a Barrier around the town, no one gets in or out? Add things to stop heroes from teleporting in to rescue etc. The Inhumans were trapped in an unbreakable, opaque sphere at one time, I don't recall how they got out, likely from Blackbolt speaking... freakboy6117
Mega scale Invisibility and gate teleport on major roads would work as would a impenetrable force wall.
Lucius
Massive Mind Control to make everyone in the city sell their property at a ridiculously cheap rate, including inducing the municipal government to sell off all public property as well. Marcus Impudite
The best way to steal an entire city: Save up a sh*t-ton of Character Points and buy the whole city as a Base. Maybe even use some of those points to buy the entire city government and the police department/sheriff's office as Followers.
steriaca
Remember Simpsons the Movie? Barrier around the town, and the GPS system around the world says "nothing you want to see in that direction" (Im paraphrasing, but you get the idea). How do they keep outsiders away from the edge in Under the Dome?
bubba smith
that IS a good question
death tribble
Then there is the other option. The town is still there but illusions, invisibility or mind control make people believe it is missing. You only need to convince somebody that everyone else will trust and it snowballs from there. freakboy6117
Jamie maddox could do it by producing a few million duplicates and then dismantling the city and walking it away. Unfortunately it would probably only work in Kansas city Missouri where you could hide it in subtropolis.
Logan D. Hurricanes
Destroy the rest of the planet so only the city remains. Ok, that is a bit extreme. More seriously, In Piers Anthony's Xanth books there is an area called the Gap Chasm. Those in the vicinity of the Gap are aware of it's existence. Those who leave the area around the Gap forget about it's existence. The Gap is never seen on maps. Everyone just forgets it exists as soon as they leave. freakboy6117
mega scale tunneling with the fill in add on would work too link with darkness in the form of a massive sand storm and no one would think to look for it 1000 feet below its previous location. Completely off the point but now i'm picturing an awesome post apocalyptic setting Lost Vegas during an massive earthquake that destroys california the city of las vegas nevada is swallowed up into a giant subterranean cavern due to soil liquefaction. When the survivors dig themselves out they find them self in a huge subterranean grotto with a massive underground lake with a large water fall that provides hydro electric power eventually some one falls into Lost Vegas the neon glowing dystopian horror show where salvage from the buried city is traded in for casino chits to win food water and power rations

Lucius
So . . . Detroit? But once you steal Detroit, what do you do with it? Anaximander
I would also go with the NPC plot thing. It's not like this a power I would allow a player to use, and I would only want to use it sparingly as a GM. Just make sure the NPC has both the motivation and means; so, it makes story sense. After all, a character like Brainiac might have both motivation, twisted programming, and means, super-science, but the same can not be said of the Penguin. Even Brainiac didn't try to steal cities every time he showed up. He was just the go-to villain when a story called for towns to get stolen.
