Shades of Gray

I'm building a team of less than moral heroes. They are somewhere between black and white. They aren't bad but don't hesitate to stoop to a little criminal activity if they have to. The quirky thing about them is that they are all sort of 1940s-esque characters who only do their crime fighting at night. I've also built them as low powered 375 point characters, they are not powerful and quite killable although they are tenacious and tricky with very useful abilities. I'm calling them the Shadows of Innsmouth in honor of my favorite writer. Innsmouth will be a Boston-esque city in my campaign world.

I need one more member of the team. I don't want super bricks or other powerful people. It's difficult to explain. So far I have:

Mr. 13: dupes, a little hand to hand and the original form carries a 1940s-50s scifi style ray gun.

Gold Dust: old school wrestler with decent strength (35) and two different types of dust he throws at ppl.

Idea Man: low level mentalist/tk with some other abilities.

Hollywood Nocturne: seductress/vampire-like. She doesn't suck blood but uses Transfers.

Dogface: low powered werewolf type.

In the spirit of. . . A two-gunned character based on the original Sandman: wirepoon entangle in one gun, knockout and (grey, of course) knock-out gas in the other.

Of course, it turns out that the real hero is his pretty secretary, who puts on a scandalous costume of her own to rescue him when he inevitably gets in over his head.

Invisibility has been mentioned, but I'm thinking of someone who could turn both invisible and intangible--an ultimate breaking and entering specialist.  An impersonation artist would be good as well, whether the person is very well skilled or possesses actual shapeshifting abilities.

Hope that helps.

I think you just described the Martian Manhunter minus the mental powers. :)

Only if you put them in the same character.  Either powerset would be effective by itself.

Now that I reread the OP I'm figuring that Mr 13 is a shapeshifter, which is what is meant by "dupes."  So another shapeshifter would be redundant--which is not always a bad thing.

I see the descriptions of "vampire" and "werewolf"  and I can't help but want to add a "Frankenstein."  But there's already a brick type, so perhaps a character with a brick's indestructibility--but not the strength--would fit well with this group.  He could require regular electric "recharging" to maintain his abilities, but otherwise could be all but immortal.

Hope that helps.

Mr 13 is built around Duplication, not shape shifting. The original poster started a thread about the power in the HERO System Discussion forum.

Whether or not he counts as a shape shifter in the broader sense is another question.

How about something from the Pulp era:

The Shadow:

He has some basic Mental Powers that he uses "to cloud mens minds" - Invisibility, Psionic (-1/2, one of the 6E APG's).

There was a movie about him way back, where he fought Ghengis Khan (I think).

Remo Willains:

A martial Artist one the more fantastic side of things. His Martial Art "Shinanju" could do some wierd stuff, like walking trackless, holding your breath forever, etc.

He too had a Film.

The Silver Shroud:
A Fallout 4 spoof of "The Shadow" style pulp era vigilantees.
