HA vs Entangles

Question

During this discussion, a question came up I wanted to clarify: can a character with a Hand-To-Hand Attack power normally add their HA damage to their STR dice when trying to break free from an Entangle?

 

6e1 p216 under Entangles states "Characters with powers that cause BODY damage and are innate or bought through Inaccessible Foci can use those powers to try to break free." HAs cause BODY damage, so assuming they're not bought as Accessible, that sounds like they should be able to add their HA dice to their basic STR dice.

 

But on 6e2 p231 the HA rules say that HAs don't add to damage from Grabbing/Squeezing targets. Which makes sense to me, since most HAs (in my experience) tend to be focused on boosting Strike damage. The HA section doesn't mention Entangles, but I'm having a hard time conceptually picturing something that doesn't add to Lifting capacity, doesn't add to Grabbing/Squeezing damage, but does help when trying to muscle your way out of an Entangle.

 

Obviously sfx is a factor here - I'd have a hard time arguing that brass knuckles and the like would help against Entangles - but should they qualify for an additional Limitation because of that?
