Aiding Non-Powers

I was just setting up a villain for my next Champs game and I am wondering about Aid to Non-Powers(skills, talents, perks, and martial arts).

 

If a character had AID 4d6 can add adders to one of the non-powers noted above, how does it work (other than GM override)?

 

1) On skills, I assume it just adds a bonus to the skill, but in the case of such things as survival and languages, would it add to the area of expertise or increased definition?

 

2) On talents, I assume adding speed reading or striking appearance would just increase the speed or dice.  But to the other talents without a way to increase the efficiency, it would do nothing.

 

3) On perks, would the target say get richer?

 

4)  On martial arts, would it increase the bonus DC or will it affect a single maneuver?  Would it add new maneuvers? Do you treat Martial Arts as a single big skill or multiple small skills.

 

Bonus question: How would 4 work in reverse (drain)?
