You Can See Me, But What I Am Doing

What you suggest would probably be one way to do what you want (I'll leave the value of the Limitations to the GM). Depending on your GM, there might be others. For example, assuming a character had a large enough cape, I personally might allow him to hide his actions (within reason) by voluminously wrapping his cape around himself and using Sleight Of Hand (though this would only last for a Phase).

I'm sure Herodom Assembled will have plenty of ideas, too. Whaddaya think, folx?

Yup - using R Protection makes it easier as there is no default radius to match. Note also that areas are the maximum - a character can certainly pay for a 512 meter radius and define it as a 500 meter radius to be exactly 1 km in diameter.

You're way overthinking a pretty simple construct.

You'll find in Hero, "A dozen ways to skin a cat".

As has been suggested

  • Invisibility
  • Darknesss

Some other ideas

  • Images - You can't see what I'm doing
  • Barrier with opaque
  • A really high concealment/stealth linked to the resistant defense only with not moving
