Exactly what the title asks- is this a case of Dark Champions where each of the main characters (anti-heroes and villains alike) have a sort of signature "special skill" or is it more of a Pulp campaign that just happens to take place in a neo-modern setting?

I would say Pulp or even regular dark champions. DC: TAS is a sub type of Dark Champions with capes. It represents Batman TAS in feel with non-killing heroes. Theres no reason why in a regular Dark Champions you couldn't have signiture characters.
The main object of the game is for the players and the GM to have fun. Champions 3rd ed. Pg 130

I would say straight Dark Champions.
