Strange but true: Doctor Destroyer is your best bet.

 

Book of the Destroyer has an "early" version of his armour that isn't completely insane.

 

Even if you don't have that book, you can combine his personality and background with a more reasonable suit of armour.

 

There are many power armour characters floating around, so you don't have to design it from scratch.

 

And obviously, you might find one of those other characters to be suitable in their own right.

There are hundreds of published villains, more than one of whom bears some similarity to one aspect or another of Dr. Doom. What would be helpful would be to know what qualities you're most interested in your Doom analogue having, and what role you want him to fill in your game and in relation to your character. That would help us define the best fit.

If your not looking for "Powered Armour" but instead "Ruler of a Forien Country", then Joshpe Ortega should work.

 

Murtie, as reimagend for Villain Codex 2, is more of an arnikist than a ruler. But he is the behind the sceens ruler of San Murtie, has a team and organization ("Terror Incorporate"), and wears powered armour.

 

Doctor Destroyer is Hero's original Doctor Doom analog. But he may be to powerful to use directly. Of course, a good GM never uses a villain as is.

 

You could always create your own. The group is about 300 points, with max attack and defence of 60 active points? Then the pool should be about 500-600, with an active points of 75 attack and defence (you want him powerful, but not one shot-one kill powerful).

This is my own creation, and not an "official" (i.e. published) HERO Games character, but he does have both magic and tech, so he might be of use to you.

I haven't posted here for a looooong time but this is a fantastic writeup.  I don't have 6th edition so I don't even know what this new stat, MD, even is.

 

I bought "The Book of the Destroyer" and it has revamped my interest in Champions.  I find Dr. Destroyer to be way, way, way too powerful to work in any game I've been in but the background is interesting.

Apparently the author of that page is playing/running a campaign where Mental Defences as a stat anyone can buy is a thing. A normal character in 6ed would have to buy MD as a power, not a stat.

I bought "The Book of the Destroyer" and it has revamped my interest in Champions.  I find Dr. Destroyer to be way, way, way too powerful to work in any game I've been in but the background is interesting. 

 

It helps to use one of the earlier, less powerful models of DD's armor included in BOTD. And to emphasize encounters with his minions and lieutenants rather than the Doctor directly. BOTD has enough of those for many game sessions without ever meeting Destroyer himself.

There are also references on BotD to other characters such as Vanguard.  Are there actual writeups of these characters?

 

Edit: Incidentally, I was also looking to see if there were any good writeups of Dr. Doom in Hero as he is similar to but also quite different in many ways from Dr. Destroyer.

 

I suspect there would be some things that would be tricky to do such as his timestop device.

Now that you mention it, Shadow Destroyer's character sheet would make a fairly good template for Dr. Doom, although perhaps too overpowered.

 

As for Vanguard and the deceased characters mentioned in BOTD, no character sheets for most of them yet. Darren Watts has mentioned Vanguard would appear in his long-in-development Silver Age Champions source book, but there's no telling when or if that will ever appear. But it's possible some characters named in BOTD have been written up somewhere else. Parabola, are there any specific ones you're interested in?

The subject of a Vanguard write-up comes up here occasionally (most recently last year sometime), and some of us have taken unofficial cracks at his stats until such time as Silver Age Champions becomes a thing.  A forum search should turn up the last thread where he was discussed.

 

At a minimum, he should probably be equivalent point-wise to Doctor Destroyer in the 1980's -- call it roughly 1700 to 1800 points in 5th Edition.

True. But remember, he is not an alternate Doctor Destroyer. He is an evil, extra dimensional, and magical version of Defender pretending to be Doctor Destroyer.

While true, that's not really germaine to Parabola's request. Shadow Destroyer is an armor-wearing master of both science and sorcery, with powers derived from both sources, just like Dr. Doom. If you wanted to adapt an existing Champions character sheet for Dr. Doom, SD's is probably the closest fit.

That is true. I just had to make Parabola aware of that "fact", but I personally don't think it imedeantly affects anything.

Mostly Vanguard as he was presented as being about equal to Destroyer.  In reading BotD, I had the feeling that most of the characters DD killed were just "toss-off" names since those characters were just there to quickly die. 

 

I also found it interesting/ amusing that James Harmon IV, who is a basic starting level character in the main Champions world, is the ultimate evil in the dark world and nobody in the Champions world so far knows he is the doppelganger of Defender.
