When a Player Character's DCV is halved, and the halving results in a fraction (ie DCV 7 halved is 3.5), everyone agrees you round in favor of the PC (ie 3.5 becomes 4).
But with NPCs, do you round in that NPCs favor (ie 3.5 become 4)? Or in the PC's favor (ie 3.5 could become 3 or 4 depending on whether the NPC is an ally or an enemy)?
Looking at 6e1 p12, second-to-last paragraph, I think the confusion comes from the fact that the 1st sentence says "round in favor of the Player Character" while the 2nd sentence says "what's best for the character." [emphasis mine]
Also: that section only talks about rounding costs, not DCV. I thought there was a specific mention that the rounding rule also applies to halving DCV, but none of us seem to be able to find it?
