I think I have to go with Fate here. Any being with quantifiable, physical powers is dead meat to Manhattan - but Fate is a Lord of Order and master of magic, the one thing Manhattan probably can't counter.

I'm going with Fate, because somebody needs to take out Osterman to make the tournament work right, and this is the best opportunity for that. Manhattan has never encountered magic in his own universe, so he's going to be caught flat-footed in the beginning.  Is that enough for Fate to sneak a win? I'm going with "yes".

If the voting stays against him, but not too far apart, Dr. Manhattan could reach across realities and influence Pariah's dice rolls, causing an upset. ;)
