A completely setting agnostic, comprehensive book?

I don't care what settings they were meant for, I want to know if there's a book which simply contains all the skills, characteristics, powers, advantages, and disadvantages, talents, magic, whatever that have ever appeared in any books. All the raw materials that I could ever need to build any of my own settings. I don't like the feeling of these things being tucked away in different genre books, I just want all the character building tools extant within the system. I feel like the splatbooks should exclusively contain package deals that, no matter the setting or genre, only reference a single book worth of raw building materials.

 

Does such a book exist? Am I an idiot, and that's already what the 6e core book is?

I think it is safe to say that, no, no such book exists. It would be a lot of work to go through every 6e Hero System product ever published and extract every skill, power, advantage, etc. in order to collect them into one massive reference volume. The copyright issues involved might prove intractable in any case.

 

Your best bet is to get the PDF versions of all the 6e core library books, extract the parts you want, and reassemble all that material into a single PDF. Hero Games has never done this, nor do I expect they ever will. You won't have any setting-specific stuff, but you'll have all the official core system stuff (what one might call the "raw materials").

The issue with the genre books, and the volumes that expand on specific genres such as prebuilt superpowers or magic spells, is that they typically include genre-specific optional rules intended to allow better modeling of the conventions of a genre. They're not part of the core system because, not only are they not universal, but a given Game Master may not agree with or wish to use them in his or her campaign.

 

Gathering all those things along with the core rules, plus the additional options in the Advanced Players Guide(s), would make for a prohibitively huge volume. But really, the core Sixth Edition rules already allow someone to build very nearly anything imaginable for their own game. The additional bits are optional because they aren't truly necessary to use Hero to run any game.

As others have said, the closest you will get is the Core Rules (6e1/2) and the APGs (1/2). I think you'll also want The Ultimate Base (for the kingdom rules) and Hero System Martial Arts (for the martial arts construction rules).

 

Are there any other books with actual rules, as opposed to build suggestions and flavors of Limited Power?
