Obviousness of Characteristics.

Question

I only have Champions Complete, not the full blown 6th Edition rules, but there's something I can't find...

The entry for Characteristics as Powers say Perceivability: Varies...  But the info for individual Characteristics doesn't mention the quality at all...

So what is the default Perceivability of Strength and other characteristics?

The rules for perceiving Powers are intended for just that — Powers, not Characteristics, Skills, Perks, or the like. For those things we have to apply common and dramatic sense, as well as a little real world logic.

 

Since Characteristics are the same for everyone, it’s not a matter of perceiving them. Except in the rarest of cases, you can be certain that another person has STR, EGO, PD, and so on, just like your character does. If there are easily perceived indicators — such as lots of muscles for a person with high STR — then you can derive information from that. Otherwise you’d have to see a character in action to judge how good his INT, DEX, and so on are.

 

The same applies to Skills, Talents, and Perks. You can’t look at a person and know he has Lockpicking, but if you see him picking a lock you can be reasonably certain he has that Skill. If he flashes a lot of cash, he probably has the Money Perk.
