Age Manipulation

Age? Humm. Depends on how the Transformation is defined. If it is "everyone becomes a baby", then partial transformation is only nechanical, just making it easier to use the power more than once. If it is "Twenty years older", then partial transformation adds ten years (half the target age). Or anything the GM thinks is logical.

Given that there is actually no aging mechanic in HERO, it's pretty much a matter of choice.

 

What matters points wise is how different the target is from initial condition to final condition. Transforming someone from a 10 year old to a 30 year old is a big change; changing a 30 year old to a 50 year old isn't, I can assure you. Maybe shuffle some points from characteristics to skills in the latter case.

 

You could probably build what you want with a general Transform Into Older Self, Requires a Roll and a custom limitation; something like "add one year per point skill roll made". Maybe a -¼?

The way I would define it is a cosmetic transformation can cause you to age slightly.  This aging will not be enough to have any combat affects.  A minor transformation could at most change you so that you start to take some minor penalties ( in 5th edition you could give them the 40+ disadvantage), Major transformation would allow more substantial penalties (in 5th edition this would be the 60+ disadvantage).  If you went with a sever transformation you can age them any amount including death or not born. If you can turn someone to an undead you should be able to kill them.
