Yes, it can but in general it does not affect play. If you will have the character always driving and using the vehicle at night, then by all means add the headlights. In general, I don't think it matters that much. If you look at action movies or comics, which IMHO Hero generally simulates, 90+% of the car chases happen during the day and the majority that do occur at night, even if the headlights are off, the scenes are usually bright enough a person can drive without the headlights. It rarely comes up that the headlights are needed, and then usually only in horror/suspense movies where someone is suddenly illuminated by the headlights.
