Is it coincidence that Phou Bia's nom-de-crime could easily be confused for "Phobia"? If heroes don't do their homework on the New Deathstroke they could easily concentrate their attacks on Phou Bia because everybody knows you need to nuke the mentalist.

 

(This actually happened in a campaign I was in. Our team brick Golden Bear -- that was his *real* name, he was raised in a commune by hippies -- once had his clothes burned off. Not wanting to go au naturel at the time, he improvised a sort of toga from some convenient flower-print drapes. When the bad guys attacked, team mentalist/powered armor member New Vanguard started using her mental powers on them. Her targets knew who attacked them but nobody else did and, well, who's the obvious mentalist? The chick in anime armor, or the guy with long, curling blonde hair and the flower-print robe? So they all piled on Golden Bear. Which made him stronger, thank you Absorption...)

I can envision Haste running up to a Hero-flirt and run away. THAT would be distracting!

This is Deathstroke, the poster boys and girls of unluck. Superweapons can misfire or explode, Members can die. Red dye packs can explode. They could rob a bank at the same time as another supervillain group. Grond could step on there getaway vehicle. The Superheroic brick could think Requim us on fire, and being helpful, could put him out ("Put out the Darkwing, put out the Darkwing."), ect, ect, ect.
