I ran some roleplay heavy Star Trek with HERO 5th ed a few years ago.  LOVED it.   I think it really suits the style of play with a few tweaks.  I even found a Trek HERO fanbook.  can't recall where

   That would be here in the Download section.  There's one for Classic Trek and one for TNG.

I'm thinking that Red Shirts are 50+ Disadvantages.  They get a 30 Points Multipower with a RKA 2d6, EB 6d6 STUN Only, and HA +6d6. 

 

The 2x Killing Attack is a good thought.

red shirts have the ability "Take one for the team" where if any non-redshirt get's targetes, the red shirt can force the opponent to aim for him instrad. Unfortunately for the red shirt, he then takes maximum damage

The Red Shirt is male.  There was only one female Red Shirt.  Julie Cobb played Yeoman Leslie Thompson who was turned into a cube and crushed to death in "By Any Other Name".  At one time she was married to James Cromwell who was Zephram Cochran in Star Trek: First Contact.
