Leroy had to rush between various parking meters to plug nickles in them cause it takes up multiple parking spaces.

Also...WTF Freddy? Your a supervillain and your afraid of getting a parking ticket?

Why steal money if you're never going to spend it?

Of  course, IRL, a normal crook would feed the meter to avoid suspicion, but, y'know, centipedemobile.....

There are levels of villainy.  Just because you can live with initiating a global catastrophe doesn't mean you want to deal with traffic court.  To quote the great Doctor Drakken & Shego:

Shego: (reading the label of Drakken's mind-control shampoo) "Lather, Rinse, Obey." Aren't you being a little too upfront here?
Dr. Drakken: Truth in labeling laws, Shego. I'm a supervillain, not a corporate shyster.

The actual glitch with Brigade is that policing in Australia is organized at the State and Territory level, aside from the Australian Federal Police, which is a topic in its own right.

Mayors have no authority over police, there is no "Sydney Police Chief" and in any case Sydney is divided into numerous local councils, of which the City of Sydney (and thus the Mayor of Sydney) is just one.

This would, of course, be pointed out in a hypothetical Champions Down Under.

Also, there is a colony of penguins in Sydney Harbour.

Thinking about it, it would be easier to do Champions of New Zealand. There is less existing canon, and you get to play around with great chunks of the Pacific. It's a shame I've never been there.

Scotland and England have a better relationship than Yorkshire and England

Consider it was perfectly legal for someone in York to shoot a Scotsman with a bow and arrow.. That is until a whole set of bylaws were scrapped by Act of Parliament.

Hmmmmm. I'm not too sure about.
