Defensive Throw Question

In the description of the defensive throw, it states that the actions that take place are "Block, opponent falls". The question is, should this manuver be used as a block ( OCV vs OCV ) or like an attack? Or can this manuver be used in both instances in which it can be used as a block that results in a throw or just as an attack? Thanks for any help.

It's a Defensive Throw - the maneuver is used as a defensive action (a Block) and is not meant to be used as an attack.
