Gauntlet
Looking to run a Champions game where the players can use standard equipment without paying for it. Now the game would definitely have aspects of Dark Champions but still allow the characters to be 400 points with full powers. The difference would be that characters an utilize standard equipment, including guns, without having to pay the points for them.
LoneWolf
You might want to look at the resource points in the APG.

unclevlad
To start with, define weapons and body armor they can have for free. Max protection on the armor, max damage on the guns/knives, perhaps negative issues, especially pushing the upper limit. A DE .50 might be free...but very hard to conceal, since it's a rather BIG handgun. (In fact, HSEG gives it +4 PER Mod.) But it's a 2d6+1 handgun; there's only 1 other, the AMT Automag V...and it didn't pan out, according to Wikipedia. It's also a $2000 gun. HSEG has lots of good stuff for this. You'll probably want to draw a line...for example, good military gear is probably too much, but that might depend on campaign limits generally. LoneWolf
If you go by the suggestion in the book characters can have 60 points in equipment, 10 points in base/vehicle and 5 points in followers/contacts. That seems to be pretty reasonable to me. The gear has to be normal non-military gear. If they want more equipment or access to military weapons they have to spend points. The book says it is for a Modern Heroic campaign, but I would still use that for a Superhero campaign as well. Steve

I’m currently running a Kazei Five campaign where each of the characters is built as a Standard 400-Point Superhuman with 60 Complication Points, but they also get for free the mix of 60 Equipment Points, 10 Base/Vehicle Points and 5 Contact/Follower Points. More can be bought by players using Character Points at a rate of 1 CP per 5 EPs.
Sketchpad
I use some "Everyman" Equipment for items that everyone has in the campaign I run. In addition, I allow characters to buy additional gear using Resource/Equipment Points so long as it's something a bit common. For example, having armored costumes up to a certain PD/ED, or something like a standard baton.
