Grailknight
The SFX are going to make it visible and there's no reason to Cost END unless you're desperate for 1 point.
Duke Bushido
Depends on the campaign feel I am going for. To be honest- and this is said completely without malice; it is just that comic books were not a part of my,childhood- I cannot take supers seriously enough to do "dark and Edgelord" or "realistic" in any meaningful way. I can play supers; I am running supers for the youth group currently. And while there is continuity and real danger, for the most part it is pretty breezy, with a resetting status quo akin to the few comics I did manage to see in the 60s and 70s. That being said, I wouldn't build it. You can just have it. Ghost Rider and that Firegod (?) From the Flash TV series for a while- anyway, they both have heads that are on fire. It doesn't really _do_ anything; they are just on fire, with flames dancing and licking about. No charge. It'a just a part of how they look, much like this guy looks like he is always in a light breeze. No charge. If I was doing some ultra-gritty thing, then I wouldn't allow it anyway, as it would distract from the atmosphere of the campaign. So the only question remaining is "what benefits does the character get from this?" If he gets a consistent mechanical benefit without a roughly equal occurence of it being problematic, then charge for the mechanic. If it is a break even between benefit and and detraction, or if there is no benefit at all, and it doesnt hurt the tone of the game, fine; it's just a quirk of your appearance. No charge. Duke Bushido
Almosy forgot: obviously,if it is consistently more problematic than anything else, take it as a Disadplication; Distinctive Features comes to mind. But again- only of it routinely causes problems for the character.
LoneWolf
The first thing to decide when building a power is what the game effects are. If they actually give you a benefit you can buy the appropriate power/talent/skill. If they cause more problems than they give benefits you can usually take a complication/disadvantage. If they mostly balance out or do not have any real effect it can be done as a 0-point complication/disadvantage. If you do need to build a power first look to see if it can be done with one of your existing powers or may be the side effect of one of your powers. For example, does the wind cool the character down or is it just for looks. If it is for looks striking appearance and increases your PRE attacks or social skills striking appearance is probably the best way to go. Stanley Teriaca
Like everyone already states, if it doesn't do anything with a benifit, and it doesn't hinder your character in any way, it just exists and cost no points. Other examples of this are: Always surrounded by a romantic aura. Whatever you wear changes into a white victorian dress (good for a DF at the least). And I can assume you can think of more. The thing is, we can always think of a benefit which requires at least a small amount of point spending. Remember to think not "special effect" but "What do I want it to do". I would expect anyone who had this ability would have a Reputation. Just call the Reputation a power, and make this its Special Effect. Rep-as-Power: same cost structure, Persistant, Standard Power, Range is LOS. Target is viewers' PRE. Other, similar Special Effects are possible. NB: This is somewhat of a joke. 😉
