I was looking to create a power similar to combat luck and was trying to add a -3/4 limitation. Using the conditional or limited power would be the obvious way, but there is none of the built in option other than Power Does No Stun have a -3/4 value. In this instance I can use that and change the description, but I noticed other values seem to also be missing. Specifically -1 ¼ and -1 ¾ are not available. The whole point of the limited power limitations is a catch all for things not directly covered by other limitations. The book states the ones listed are examples and if none of them are what you are looking for to create your own. The list of examples includes the Power Does no Stun that does not fit into the guideline of the earlier table, but other can occur. What is in the program will cover probably 95% or more of the powers, but oddball limitations do come up especially in Fantasy Hero. And no one can gauge such marginal distinctions in any meaningful way. Heck, IMO there are too many steps now...a quarter of the time, a third of the time? For example, try recreating combat luck with additional modifiers. The rule book lists Luck Based (all the limits in the description) as -3/4. the only thing that has that is Does No Stun. Maybe the solution is a "Custom Limitation" and "Custom Advantage" if possible? I would think this would account for folks creating just that, custom adders.
