I haven't, but I wouldn't imagine she'd be very difficult. She's counter intelligence with some skill in martial arts and a variety of weapons (particularly a crossbow).

I had given some to using Knock Out from the 6E contribution STARS AND STRIPES to create her.  She could be the Special American Tactics (SAT) agent assigned to a city in a campaign where supers came into existence only recently.  She could also be a PRIMUS Intelligence agent.

The original idea was that she was the lone PRIMUS Intelligence Agent assigned to a city that doesn't have a PRIMUS base, but in a Champions Universe where supers were a new thing, she'd be a SAT Agent.  I'm basing her looks on the actress who played Scarlett in the G. I. Joe movies, which means a black costume.  She has either a SAT surveillance drone and its controller or a PRIMUS spider and its controller in her vehicle, an unmarked Ford Police Interceptor Utility.  She may have other gear in it, too, including a pistol crossbow and trick crossbow bolts.

I may just use the low-power PRIMUS Intelligence Agent template from the PRIMUS Update in Digital Hero 2 as a base for Agent Emily Wells.  Since she works at night, in Gotham City, Emily dresses in black instead of a PRIMUS uniform.  Of course, there is a rivalry between PRIMUS and the FBI.  Redheaded Emily has a few special gadgets.  One is a wrist launcher that fires sleep darts.  A second is a pistol crossbow and specialized bolts.  A third is the PRIMUS spider she dubbed "Charlotte".
