BOECV attacks followup

Lord Liaden

Question

Steve, one of your Hero System Rules answers today would seem to be at odds with an earlier response regarding the same subject.

Q: Do attacks with the BOECV advantage have to pay extra points to affect a different class of mind than the attacker's?

A: No. As noted in the BOECV text, BOECV powers aren’t actually Mental Powers per se.

From the online FAQ:

Q: Can a BOECV power affect any class of minds, or just one?

A: Typically a BOECV power should only work against one class of minds, as with Mental Powers, but the GM may want to change this in the interest of common sense, dramatic sense, or game balance.

Clarification of the apparent paradox would be appreciated. :)
