The Orbital Military Base (SH pg 229) has thrusters (flight, 3", lim. maneuverability; 5 real points) listed for 0 END; but no reduced END cost advantage. Thanks as always! For now, we'll go with "Bases use the same rules as for Vehicles re: END cost for movement," but I reserve the right to change things later.
