He was very willing and able to manipulate Europeans when they first arrived in China, which must surely have involved some flattery and false friendship. Given his background and motivation, I wouldn't be surprised if Lung Hung is actually amused by using non-Chinese as tools to throw their parts of the world into turmoil. And Enforcer84 has made the pay and perks for a VOICE supervillain pretty sweet. I notice that in Enforcer84's writeups, Lung Hung's "Disdain For All Non-Chinese" and Lionslayer's "Hates All Non-Blacks" Psych Lims are at the Strong level, requiring an unmodified Ego Roll to overcome; but Lung Hung has EGO 30, and Lionslayer EGO 23, so those rolls are certainly doable often enough to allow them to work with other ethnicities.
