A combination of both. First, steel is much cheaper to produce. It takes approximately ten times the energy to extract a given mass of aluminum from its ore compared to iron. (Aluminum ore has to be dissolved in molten bauxite and electroplated out. It can't just be smelted.) Second, aluminum then has to be alloyed with some other metal, like magnesium, to make it as durable as steel. Such alloys are frequently used for transportation, though--airplanes, specifically. Because steel airplanes just aren't economically viable for passenger transport.
