To be fair, Lovecraft is also accounting for Providence's Native American heritage, which goes back millennia.

In his letters? From the top of my head I can only recall one story he wrote where Native Americans played any major part, and that was set in Manhattan.

The toilet serves a remote weather station at Kara-Tyurek in the Altai Mountains and is is perched on a cliff 2,600 metres above sea level.

It's obvious the "drain" is actually a hole at the bottom. Everything falls down the cliff.
