Federal and/or Local government sponcership means that they will be after the players to limit colleratal damage (civilians and property damage). This can work well since it gives the players something else to consider. You can put them in all sorts of interesting spots if they are having to worry about what their government watchdogs will think. On the other hand, if the group is a black ops team (ala MIB), then perhaps colleratal damage will become secondary to getting the mission acomplished. In this case the liason officer can handle things like cover-ups and clean-up thereby freeing the players from having to worry about it.
