He didn't need Lady Gaga's permission to do this but it is his policy to ask permission anyway. Lady Gaga made him jump through a lot of hoops then said "No" at the end. Here's Al's blog post about it. I'm not a Lady Gaga hater or fan, or a Weird Al hater or fan, I just thought the whole thing was an interesting read. Edit: And FWIW I'm not a Gaga hater either. She seems to be the next evolution of glam music to me, and what I've heard has been catchy pop music.
