I doubt he get's to that conclusion. He can't stop overestimating his importance. Would it not be ironic (and a wonderfull story) if Tarquin get's defeated by a prisioner saved from his Dungeon, two prisioners that escaped from his Coloseum and two thiefs he set free (again from Prision/Coloseum)? Tarquin is so focussed on Elan, he never sees that unlikely band of adventureres comming. I think his last words will be: "But that is not right, you are not Elan."
