Teleport someone out, nullifying their vote.

I am not sure what teh D&D rules for Teleporting someone unwilling were. But pretty sure they gave something like a will save or automatic denial. And items are usualy crafted on minimal avalible level to save costs, so I doubt it can force-teleport anyone in that room. For all it's bugs, at least D&D had no implied UAA on thier Teleport skills.

Clever plan.

These are enough vampires to kill or at least bind Roy+Belkar. Even if they kill the current high priest, there will be another one just behind.

Since they are all inside and clerics of Hel they can not be attacked, so long as they do not attack anyone but Hel's Bodyguards.

Unless there is a loophole because they used to be "of the creed" (not protected under the rules of Godsmoot) or the "King of Indecision" is able to sense the domination (I doubt he can, or they would have never thought this up) I don't see how the god guys will win this.
