Is the device scientific? Would if affect someone like Dr. Strange?

 

I think that the more accurate questions to ask are about Dr. Strange and the nature of magic in the Marvel Universe.

 

• Can anyone (normals) learn to cast spells there?
  
• Does Dr. Strange have any innate powers that are not spell casting related and require no focus/material components to use?

• If the answer to the first question is yes then he probably could still cast new spells.
  
• If the answer to the second question is also yes then he would probably lose those abilities (like if he had previously cast an otherwise permanent spell on himself to increase any his physical stats).

Most people in the Marvel Universe _can_ learn to cast some spells. Only a few have the innate aptitude to be good at it though so either they'll be limited to slow and weak effects, or to powerful effects they can't control.
