Adding Adders w/ Variable Advantage?

(I've looked around in all the usual places for this one, so apologies if I've just missed it.)

 

1. Can Variable Advantage be used to add Adders to a power?

 

2. If not, can anything be used to alter/add Adders to a power in a way that is similar to the way that Variable Advantages allows a player to choose Advantages for a power?

 

(I checked the Can Add/Remove Adders Advantage but (as you know) it only applies to Adjustment Powers.)
