And if not' date=' what will happen when one side outweighs the other?[/quote'] Well first of all, the guys who just want to steal stuff and smash things don't have a side. They have no common goal. They aren't going to all band together under the leadership of Bad Horse and his frightful whinny of doom. Anyone who works for law enforcement or his government does have a side in common with anyone else working for the same government, or even allied governments. That gives them an edge against anyone who thinks having superhuman powers gives them a license to do anything they want. And worse, imagine his shock when opportunists decide to sue him for all he's worth because of damages. I foresee hasty legislation to indemnify anyone who signs up for the war against superterrorism. Or that the Government wants to know how he ticks, and make sure he's on THEIR side, using EVERY trick to make it so. Including threatening his family for cooperation. That's hardly going to be their first resort. Politicians know that carrots are better than sticks when dealing with someone really powerful. A super battle would be disasterous in the real world, but the world would be changed so far beyond what we have now it would be naive to think otherwise. Only writer fiat keeps the real application of major powers to a real setting from changing it from something we can see out the window to something from a Legion comic book. She killed her abusive boyfriend in a fight more or less accidentally with her powers when threatened their baby. She wasn't aware of her own strength, lashed out and struck him with superhuman levels of power. (120 Strength). At the moment, there's a police stand off going on with two characters trying to deal with the situation in their own way. If the convince Emma to turn herself in, the trial should raise some significant question that will set much of the tone for the rest of the campaign, same thing if they run with her.
