Entangle Takes No Damage

If you use an Entangle with the Takes No Damage From Attacks Advantage to create a barrier, can opponents on either side of the barrier fire attacks through it? This is assuming they can see their opponents, and that the Special Effects would make sense for attacks to pass through, e.g. some kind of netting.

As a default rule, characters cannot use an Entangle with the Takes No Damage From Attacks Advantage to create a barrier. If the GM wants to allow it anyway, he can figure out the rules effects.
