I was going to mention Amphibian, but to me he's a little lightweight for the role. I would think Prince Marus from Hidden Lands (or is it CU2) is right on the money. In 5E a character named Pisces has his picture in a couple of books, but there are no stats that I have ever seen. He is shown prominently on in one of the UNTIL Powers books.
