pardon a stupid questin mr. long but in LUCHA LIBRE HERO there is an everyman power called everyman lucha libre to represent basic self defense shouldn't hero games other genres have a simular everyman power everyman self defense to simulate this or does the classificatio self defense instruction as seen in TEEN CHAMPIONS serve that purpose?

No, I don't believe other genres should have that. It's a particular feature of Lucha Libre. The average person in the average setting doesn't know a thing about self-defense. However, I can visualize other settings where Everyman Self-Defense might be appropriate; as GM you could easily establish that sort of thing for your campaign.
