Is the +3/4 Mental Paralysis version of Takes No Damage From Attacks on 6E1, pg 217 an "official core rules" Power Advantage?

Well, it's right there in the rulebook, so it'd certainly be hard to argue that it's not in some way "official." OTOH, it's not listed as an option on 6E1 219 because it's intended primarily for that one specific power construct and other uses at that value are deemed unlikely. If I were GM I'd be willing to listen to arguments for using it in other types of power constructs, but unless strongly convinced would expect players to stick to the standard +1/4 - +1/2 - +1 structure.
