EGO/PRE vs. Presence Attacks

My character has 21 EGO and 13 PRE. She is subject to Normal Characteristic Maxima. When Presence Attacks are used against her, they act against her 21 EGO. My question is, if I wish to buy additional defense against Presence Attacks, can I buy Presence with the -1 (Only to Defend Against Presence Attacks) and add them to my 21 EGO when Presence Attacked, or do I have to make up the 8 point difference between my EGO and PRE and then go from there? Or could I buy points of EGO with an (Only to Defend Against Presence Attacks) limitation greater than -1, since there's more to lose from this limitation on EGO then on PRE? (ECV, figured Mental Defense, greater resistance to Mind Control, Ego Roll, etc.) And finally, does Presence Defense (PRE or EGO) bought this way count as a "Power" and this is exempt from Normal Characteristic Maxima, or do I pay double points once I pass 20 per standard?

If a character buys Presence that Only Protects Against Presence Attacks (-1), it adds to his PRE only, not his EGO, even if his EGO is higher and normally what he uses to resist Presence Attacks.

 

A character can buy EGO with the same Limitation, but the value remains the same.

 

In either case, as Limited Characteristics these are Powers, and thus not affected by NCM doubling.
