Russia is the home of oil barons, internet hackery, and a large cabal of corruption. It is also the home of St. Peter's Mask, a vigilante who has taken an interest in the outlaws of his country and has started applying pressure to the obligarchs through systematic strikes against their money.

Hi, new to this thread, but I was inspired:

Leanne Washington was diagnosed with severe autism at an early age, but became comunicative and achieved some level of literacy and numeracy when her parents enrolled her in a special education program in Oak Park, taking her there on the Green Line 3 days a week. She developed an obession with the 'L' that probably drove much of her progress, wanting to read time tables and system maps, she would even talk to people to find out which station they got on and where they were going. But her greatest improvement coincided with the awakening of her mutant powers at puberty. She gained superhuman strength and speed (though neither to the level of powerful bricks or speedsters, the combination of the two makes her effective), and most of her more overt symptoms seemed to vanish, she became high-functioning and able to enroll in a standard middle school in a matter of months. Today 'L-Train' ("Ellie" to her teamates) is a stereotypical teen super-hero, very comfortable and even exuberant in the role, prone to risk-taking and not always following orders or coordinating well with the team, but always trying to do the right thing. She wrestles with whether she should stand up as an example to other neuro-atypical children, though, as she's not certain if she is 'real' or if it was all part of being a mutant. While she has trouble in everyday social situations, difficulty reading emotions and sometimes even recognizing faces, in the superhero arena where her allies & enemies mostly wear masks and colorful costumes, that's not an issue; but she does have an inconsistent vulnerability to PRE and mental powers, while she's usually fearless in the face of physical danger and terrifying foes she can also freeze up when confronted by a powerful personality or overwhelming stimuli. Her parents know of her superhero identity, and had to approve, as she was underaged when she joined the team, but her older brother, Leon, who was away at college when her powers manifested, does not, he is public defender who resents vigilantism and is sometimes a thorn in the team's side when they go after normal criminals rather than other supers.

(too much?)

Blues Man

A seemingly supernatural force in the form of a wizened stooped over man in a rumbled brown suit,  threadbare trilby and wearing a pair of cheap shades who simply appeared one day on Maxwell Street. He works magic with a beautiful red Gibson guitar and harmonica and his music is able to create a variety of effects on anyone who would attempt to harm or take advantage of the poor or down trodden citizens of the Windy City.

The Chef

Chicago is also known for food and that is where The Chef comes in. He uses food and cooking to fight crime. It seems weird and non-sensical but it works although the police will shrug their shoulders as they don't know why. They cannot argue with the results as villains have stopped to have a pizza or a hot dog or Polish sausage and are captivated by the recipe or taste and stay to talk which allows the police to arrest him. Villains have also been distracted watching The Chef at work.

Several other heroes have said 'If it is stupid but it works then it ain't stupid'

Windstorm

What better city than Chicago, the Windy City, to be home of the hero known as Windstorm ? With his abilities to control winds and air, he is often seen fling about helping the small and large. Whether it is rescuing a little girl's kitten in Kennedy Park or a Gulfstream at O'Hara this hero takes his job seriously. There have even been some photoshopped images of him wearing a certain red and blue copyrighted outfit of another boy scout hero.

The Lady of the May

A personification of Spring or a Dryad, The Lady of The May appears as a young woman between 25 to 35. She has fair hair rather than blonde that often have fresh leaves in it. Although attractive her garments never show off her figure i.e. no cleavage or bare arms and legs. She is usually seen with a golden hand sickle in her right hand. She does not like technology users like those who use power armour or a mass of electronic gadgets rather than someone with a laptop and mobile phone. Those who would misuse nature or far worse draw upon 'the forces of darkness' are those that she considers her main enemy. Polluters are also on her list. She is ambivalent about what she calls some of the so called heroes who do not seem to care for the environment. She usually allows others to speak first being frugal in speech and sometimes action when it is required. Mental abilities do not have much effect on her with telepathy, mind control and mental illusions seeming to have little or no effect but mental blasts do have an effect,

She responds to no name except her title and those with mystical abilities detect her because of who or what she is.

Hern the Hunter

Hern is a large imposing figure. 7+' tall with the head and antlers of stag he is most often seen bare-chested wearing only buckskin breeches and leather boots. He uses both a bow and spear when in combat and has shown considerable speed and strength. Over the centuries he has targeted nobility that have been used slash and burn tactics for war and agriculture, mortals that hunt for sport instead of necessity, polluters, and those that attack the servants of the Goddess directly. It is said that once his quarry has been marked he can track them anywhere on Earth or Fairy and never quits the hunt until he has slain his prey.

Moon Witch

Helen Strothers is a follower of Wicca. She got into it at college but found some of it a tad weak. She felt that there was something else, some more power. Her new beliefs clashed with her parents who pointed out the truth of her beliefs conclusively proved by the Jack Chick tract Dark Dungeons. That was the straw that broke the camel's back. Helen headed out and found herself drawn to Alaska and the largest US forest The Tongass. She found herself miles from anything with only her belief to sustain her when 'something happened'. When she emerged from the forest she was now the Moon Witch servant of the goddess. As far as her family is concerned the Chick tract has come tragically true. But Helen is now happy and has a direction in life.

The Coven

While not powerful mages individually, the Coven can imbue one of its members with great power for a period ranging from one to, at most, 25 hours (from midnight to 1 am the following night). The powers gained, however, depend on the member's position within the Coven and the challenge they are trying to overcome, but generally center around one of: commanding an apect of nature, like weather or fire or plants or animals, transformations either transforming others into harmless animal forms or allowing the chosen member to assume a powerful bestial or mythical form, or influencing the senses or mind, or most severely 'twisting fate' to bring about certain outcomes without apparent direct agency. When opposing those who abuse magic, the Coven can invoke & enforce the "law of threefold return" which visits the trebbled consequences of malevolent magic back upon its caster or, on the other extreme, grant an obsessive mage the object of his desire in return for setting aside magical powers (thought it's depressing how often mages, when granted what they tell themselves they have taken up magical power to attain, instead choose to continue weilding magic for its own sake). When working with the other Messengers of the Goddess, the Coven will sometimes enhance an ally's powers instead of sending one of their own into action.

The Coven, itself, is subject to the Law of Threefold Return, but they distribute the consequences among the whole, thus their empowered representative can afford to use magic to harm or even kil - sparingly.

(Yes, that's meant to count as a single character, though they could also function as background 'agents' and support when not putting all their effort in empowering one of them to superhero levels.)

The Reader of the Signs

Michael Peterson is The Reader of the Signs. He can interpret all sorts of natural signs from listening to the breeze, the running of the water, the shape of growing plants all to determine what will happen and what has happened. He will not enter combat unless it is to save one of the others. He will grapple an opponent and attempt to restrain them. He will never attempt to kill or wound an opponent. He is clean shaven and keeps his hair short so he can pass as an office worker if he wore a suit.

Triskaideka

"Trixie" to her team, Triskaideka (Greek for 13) is, as far as she knows, the only super-patriot Witch in the United States. She is a middle-aged, olive-skinned, dark-eyed woman who wears a costume in an aproximation of late-18th century colonial style, a long, generous red & white striped skirt (7 red & 6 white, of course), an indigo-blue blouse adorned with 13 pentacles, and a yellow bonnet circled by a disturbingly realistic beadwork rattlesnake (that actually rattles when danger is near). She rides a litteral witch's broom (a bough taken from a tree infected with basidiomycetes) named 'Old Hickory' which seems to have a bit of a mind of it's own, flying her with apparent reluctance, sometimes, enthusiasm others, and even attacking enemies on it's own. She always starts out carrying an olive branch, with which she can use mind control to enforce peaceful behavior - until an affected mind breaks free, then it bursts into flames - after which she produces a sheaf of 13 arrows and conjures a 'moon bow' to shoot them. She continues from there, conjuring various weapons and magical paraphenalia, often with only very obcure patriotic symbolism ("what does a brass mace have to do with America?" "it's the clapper from a really large bell!"). In spite of all her magic, she is as vulnerable to gunfire and other forms of violence as an ordinary person, and it's not too unusual for her to be killed outright in a super-battle. However, her body vanishes, and she 'reincarnates,' the next time "the clock strikes 1" (the 13th hour) - standard time, mind you - waking up in a random "National Historic Site," /usually/ in the same State. In addition to flight and combat magics, she can use Clairvoyance to see to any place US currency is exposed to the light (as if she were looking out the eye on the pyramid) - which is less than you might think, most bills being in a wallet, purse, cash register, vault etc, most of the time.
When, like any super-patriot, she waxes elloquent about her beloved country, she tends to emphasize Freedom of Religion, of Speach, and of /Choice/, and, like a hokey PSA, the importance of voting rights.
And, of course, she is very big on the 13th Ammendment, especially while beating on so called 'human-traffickers.'

Champions Antartica is being set up with heroes with a monstrous bent to keep them from civilization. They're good guys but they look like monsters from Lovecraft's mythos. Who are these six creature commandoes?

Fred Dunphy was enveloped in a living mass of bio tissue in a lab accident. He was able to take over the tissue as it bonded with him, but he lost his rigid body and became a terrifying tough ooze that could eat anything with his acid touch. He took him a bit to get control, but Fred was asked to join the Antartica team as Shuggoth.

There are a number of villains who it is not a good idea to mock or pester with your brand of humour. While Doctor Nymax! has for the benefit of others or himself turned people into monsters or beasts, Dr Clement Blatchford who fancies himself as Nymax!'s superior could also transform people using the Omnitron. But no-one gets away with laughing at Dr Reginald Penguin Those that do may not live to regret it. It was the misfortune of Gary Schaeffer, The Bronze Battler, to really get under Reginald's skin.

Dr Penguin worked out a nasty punishment an one he hoped would lead to his own friends killing him. One of Gary's friends had a phobia about the Cthulhu Mythos so Reginald turned Gary through a variety of devices both technological and mystical into a Star Spawn of Cthulhu. This caused a battle between Gary who had no idea what had happened and his compatriots. Several superteams managed to restore order and the government helped Gary adapt to his new form. But because of the mindwarping effect of his new shape, they shipped him off to Antarctica where he is now known as Max Cthulhu, Detective

Ki Jian was a normal, fairly athletic young man going to a university in southern China. Then one night, when he was camping in the countryside, he was captured by Mi-Go and had his brain ripped out.

The Mi-Go were a little worried about humans, and especially superhumans.  So, they decided to set up a spy to see what was going on first hand. They constructed a new body for Jian, much stronger and tougher than his original. They then erased his memory of them, and installed his brain in the construct...along with a sub-reality transmitter and a tap on all his senses. Anything he heard or saw, they would too.

Of course, they used their bodies as the template. Why mess with perfection?

Jian woke up in the body of a semi-fungus insectoid. It's a tribute to his strong mind that he didn't promptly go insane. Instead, UNTIL and the Chinese government have arranged to send him somewhere he can receive "therapy" for his new condition, and a new name: The Bug.

Kthanid

Trevor Templin was a marine biologist studying deep sea cephalopods. He heard a story about a specimen found in Antarctic waters larger than the Great Pacific Octopus. He got some funding and mounted and expedition. During the second dive there was an underwater earthquake that caused a number of catastrophic events. A huge chunk of the ice sheet broke off, causing a giant tsunami (which ended up inundating most of Tierra del Fuego), which capsized and sank the ship Trevor's team were using. All hands were reported lost at sea. Under the frigid waves the sheared away ice sheet reveiled a hidden cave complex and in that was a sunken city. Through a confluences of currents and circumstances Trevor's unconscious body was sweep into the mysterious unsea city. When he awoke his mind nearly melted from what he saw and experienced and without the benevolent intercession of Kthanid he would have joined the rest to the crew in the great beyond. Instead Great Kthanid, brother to the Great Old One Cthulhu the Dreamer, lent a tiny portion of his vast power to Trevor to help stabilize his mind and lend  strength to his fragile human body. He told Trevor of the ancient wars and struggles between his "family" and the other ancient races and beings of the primordial Universe. Now Trevor had grown up in a modern world of Supers, Aliens, and Other-Dimensional-Beings and he has spent most of his adult life studying the vast and bizarre array of deep sea organisms so once he got over the initial shock he was quickly able to come to terms with his current situation. He requested that Kthanid continue to loan him the small fraction of it great power and in exchange Trevor swore allegiance to the Great Old One. He did this because during Kthanid's explanation of the current situation Trevor came to understand that Kthanid was very un-like his brother in that he was a benevolent being and held concern about the well being and continued existence of humankind. Kthanid felt that Humans were in the early stages of a metamorphosis into another of the great space faring, dimensional hopping races like he and his kin. It hoped that with its guidance Humans would evolve into being more like himself and less like the rest of his family. Kthanid agreed to Trevor's requested and transported him back to the surface.

Trevor now houses a tiny fraction of the Great Old Ones immense powers over space, time, and the mind. He uses these to help mold the Human race into kinder, gentler, more forgiving beings so that when we do achieve the next level of evolution our baser instincts of greed, envy, hatred and most of all fear, will no longer hold sway over our rational, compassionate souls. Since Antarctica is an international community he has chosen to stay there and thereby spread his influence to multiple countries simultaneously.

(I was going to do a "Fun Guy from Yuggoth" but Sundog beat me to it.)

"Flinger" was a potent psionic whose primary power was aportation, his secondary powers included driving teenage girls crazy, making him one of those inexplicably popular talentless pop stars of the later 20th century.   The coincident dissapearance of both his superhero and pop star alter egos was not noticed at the time, and he is today, little more than a stumper of an answer to the odd trivial persuit question.  Recently, a his music has enjoyed a resurgence thanks to an anonymous, audio-only internet phenomenon.

The terrible truth is that Flinger's secret ID was body-hopped by one of the Great Race of Yith intent on exploring the extremes of perplexing human behaviors.  He lived in one of their bodies for a time, but they did not reckon with his superhuman mental power.  Ultimately, he freed himself and attempted to project himself back to his proper place & time.  With his remarkable powers of aportation, he succeeded.  But, he failed to un-do the actual body swap, in fact thanks to the psychic trauma of his excape attempt, neither he nor the one who swapped with him will ever be able to hop bodies again.

Now, stuck in the form of the Great Race of Yith in the 21st century, he hides out in Antarctica, producing strangely compelling versions of his old hits with his weird 4-tubed  appendage.  His one consolation is that, in some distant past, the thing that stole his body is being eaten by flying polyps.

SNIPPED for the relevant bit

This happens quite a lot. Welcome to the 'they just nicked my idea !' club.

There is just no other way to put this. Colin Forbes was changed into a Cthonian. Why is not really clear. And even the usual suspects were surprised. But rather then run his buying and selling job on the floor of the New York Stock Exchange, he was changed into a giant worm.  He can take an awful lot of punishment and he can dig through the earth, But water causes him problems. He can no longer speak but the others can communicate with him and get replies back. He goes by the name Shady Mel. He gets quite upset about Galaxy of Terror jokes.

New Topic: The Fabulous Quartet

It is basically the Fantastic Four but the name changed for copyright purposes.

They have similar powers (Earth, Air, Fire and Water).

They do not have to be direct rip offs of 'that other team' so they do not have to have received their powers at the same time or even have a shared background. Any ethnicity and any sex

Hot Flash

Well into her 50s Emily had been looking forward to finally "moving down to the beach". Her family was still a big part of her life even after her Earl had passed. Then, a day after the quarantine had been lifted in her city, she and her family were at the park when a group of monsters sprang out of the ground and started tearing things ups. She saw her "babies" in danger and something in her raised its head. At least that was how she described it later. She said it was like the hot flashes she had been suffering the last decade took on a mind of their own and recognized a purpose to their being. Everywhere she looked these little troll things were messing things up and threatening people and it just got her "plum miffed!" She would look at one of the monsters and the heat inside her would come alive, leap out of her and settle onto what she was mad at. In an instant the little trolls would start batting at themselves like they were tring to pat out flames on their bodies. If she focused longer than a few seconds on a particular Hooligun smoke could been seen to begin rising from the target, more than a minute or two and actual flames would erupt from the target engulfing them.

She became the 1st member and Mother/Grandmother to the team.

Ms Fabulous

A force to be reckonned with even before she gained superpowers, due to her unmatched emotional intelligence she is able to 'read' and influence others to a degree that rivals actual mental powers, Rosa Reyes was already as wealthy and influencial as she cared to be when she turned her prodigious talents on the idea that profound emotional experiences could activate superpowers.  Manipulating people & events, she orchestreted 'Significant Emotional Events' in the lives of a number of likely individuals, most made meaningful changes in their lives to help others, some were seemingly unaffected, but a few gained actual superpowers.  The exercise was so challenging and deeply moving, in itself, that she gained her own rather modest powers, as well - superhuman physical flexibilty & durrabiltity to match her emotional resilience & insight, as Ms Fabulous.
