Pan Lung goes invisible at will. It only comes Visible if it chooses to attack. If it is getting damaged by the party it will probably go invisible and fly away, unless it has an over-riding reason to stay on-location.

ESP is continual. If you come anywhere near Pan Lung, it reads your thoughts and intentions. It knows the party's basic strategy and each PC's planned tactics and choices as they happen, including people behind him, above him, underwater, hiding in shadows, climbing a tree, or invisibled themselves. Possibly also including she knows whatever you were thinking, saying, or dreaming, in the Tavern in the Town a week earlier, when Miss Lung appeared as simply a silk merchant woman at the same tavern and secretly ESP'd everyone.

It can also hear any sound, not just in ear-shot, but any sound at a clairaudience range around its lair. It basically has a continual surveillance home security system, detecting any squirrel or fish that moves near the large expanse of lair-swamp.

Polymorph for these Asian-inspired dragons is usually polymorphing into human. I don't see this as much of an in-combat move, more of a pre-combat stealth disguise for her shopping trips in the city. If it's a female Pan Lung she probably polymorphs into an Asian female human, in order to walk around town and have nefarious dealings with the party before they ever realize she's the dragon. You know when the party is in-town buying supplies for their Pan Lung hunting mission and gathering rumors about the swamp from the local trackers to find the Pan Lung's lair? There is probably a quiet Asian lady hanging out nearby that they occasionally notice, and she might happen to offer a map to the Pan Lung's lair (a map that actually leads to one of her traps). She might sell or gift the party a Potion Of Protection From Dragons (turns out to be plain water at the critical moment). Or she might just spy on them, or convince the PC's to undertake some other wild goose chase.

Plus, of course, all the other fun abilities PL-Dragons have when it comes to approaching a face-to-face-combat... like Fear (usually affects the party's mounts, animal companions, summons, and henchmen), and magic Spells & illusions, and claws, Don't overlook Snatch & Tailslap these dragonish attack types are described under Dragons-General Information; and charmed-monster servants (swamp critters), and HD, and MR, and so on.

So yeah, spam polymorph in the weeks b4 the party gets there. Upon arrival the dragon knows (via ESP) as much about the Characters' plans as everything the DM overhears the Players talking about at your game table. And if things turn against the Pan Lung and she can't bully the party then obviously Invisible - Fly away - recover HP - hunt party another day.

I hear you, man, but these are legendary dragons! From the Celestial B (whatever you may devise it to be). These are the ones that are still depicted on restaurant menus in 2018 -- that's lasting power. They are clever, experienced, coordinated, informed, prepared; and they live long-time. Amass big treasures. Protect the home lair. Eat many adventurers and all the fish. They fulfill missions for the celestial bureaucracy. They have personal motives and aspirations. Crave status, wealth, servants. They're sorta like dragon-fairy-angels, chaotic and unpredictable nature-oriented ones, selfish but possibly obedient to some celestial command.

So the party is going to want to.... Buff, of course. Defenses. Strategize. Coordinate.

You're probably usually almost-always going to fight Pan Lung outdoors, or underwater. Unless it's a partly-submerged cave, it's probably going to be somewhere outdoors (swamp) with infinite sky above the canopy for the dragon to come-and-go from the battle at whatever minute/hour of the day it wants to.

The first part is a mind-game of some sort. Convince the dragon to be there, to want to face you, or has-to for some reason, motive, or provocation. Otherwise it will just send it's servants/charms and traps to bother you.

Waterbreathing could help, Fly is good, True Seeing would be a huge boon. Get some Summons.

Try to ground the dragon (chain it down, weight it down, immobilize) so it can't fly away (difficult, remember these eastern dragons don't even need wings to fly so you can't target wings with called shots.... but PC's use ingenuity and the DM plays it cool). They'll rope it down, or ride it, or Fly alongside and fight in the air crashing through treetops; along with missile weapons and spells firing. Some kind of way to harry the dragon enough and keep it attacking-back rather than invis-fleeing, to whittle it's HP and prevent it from escaping (maybe just by taunting, enraging her, or whatever other motive in the campaign). Then maybe it can eventually be outsmarted and outgunned and be slain.

Pan Lung's maneuverability class when flying is bad. It's MC is (E). It is kind of like a jumbo jet. It needs time and swamp-runway to take off and gain altitude, and it needs more time to change directions. They do that coiling-flying move, that's why they are called and depicted as coiled dragons, but mechanically it's a slow laboring flight at Class (E). Some sort of flying mount or Fly-magics could get PC's able to melee/joust and engage it in the air.

Good? Good? Ms. La Belle, elves aren't 'good'... they are better. These people can run twice as fast as you can without making a sound. They can see to the farthest horizon on a starless night and they can hear the heart beat of a mouse. They don't sweat. If they fart, you'll never hear about it. They can go into a human town and **** everybody's wives, sons, and daughters for fifteen hours straight, they are going to live forever... and can you imagine what would happen if the brand-new emperor had stood before his people and said, 'Hey, these are the people who are going to be in charge of you.' Do you think the people who had just thrown off one tyrant would have just rolled over and accepted that?
