We've gone over this before, but there are new people here, so...

"Unlimited Levels" and "Can be any class" are <expletive deleted> balancing traits. The first only applies if the game is going to get to high levels... if most of your playing is done under 10th level, a lack of level limits means nothing, because all the races can get to whatever level they like in the class they have. As for "can be any class", that's meaningless, since "Humans can be any class" doesn't change the fact that they have to pick one class for a given character, and they will likely be comparatively worse at it than a similar member of a different race. Human fighter v. dwarven fighter? Sure, the human is faster, but the dwarf is tougher, can see in the dark, fulfill some thief functions in a stonework dungeon, etc. An Elf or Halfling, with their lower Con and Str, respectively, might cause problems, but if you only rolled a 15 for your strength, why not go halfling?

As for "humans can be any class", how does that advantage any given human character? It's NOT an advantage to any given human, while infravision, bonuses to hit, bonuses to save, etc. *are* advantages to the individual demi-human. "Humans can be paladins" is a meaningless to perk to a human thief, and far more a restriction on the Paladin than it is a benefit to the human who isn't, and has no desire to be, a paladin.

What makes humans unique is that they comparatively suck compared to others outside of a very narrow range of play... namely, the part that happens above level 12.

As for an "arms race", that only happens if you make it happen. The discussion here is "I have made all races able to be all classes, with unlimited level. Shoot, that removed the minor reason one might have to play a human. Ok, I'll give humans a meaningful bonus." Boom. The races are mechanically equal, and in a better way than "humans have theoretical advantages that will seldom apply, or be meaningless to 99.99% of individuals."
